Harness Racing Victoria (HRV) Stewards have concluded an inquiry into the wagering on Australian harness races by Scott Dyer while he was a disqualified person.

Mr Dyer pleaded guilty to a charge pursuant to Rule 259(1)(j), which reads:

AHRR 259. (1)  A disqualified person or a person whose name appears in the current list of disqualifications published or adopted by a recognised harness racing authority or a person warned off cannot do any of the following   -  

(j)  place, or have placed on their behalf, or have any other interest in, a bet on any Australian harness racing race.

 In determining penalty Stewards took into consideration the following

  1. The seriousness of a breach of any period of disqualification
  2. That any penalty act as both a specific and general deterrent
  3. Relevant penalty precedents
  4. The specific circumstances of this case
  5. Mr Dyer’s guilty plea and penalty submissions

The HRV Stewards imposed a 3 month disqualification, which was ordered to be served cumulatively to Mr Dyer’s current period of disqualification, therefore commencing on 25 June 2024 and expiring at midnight on 25 September 2024.

In determining not to recommence Mr Dyer’s original period of disqualification pursuant to Rule 259A, Stewards were mindful that the relevant bets were placed within a very short timeframe of the commencement of that disqualification.

Mr Dyer was advised of his right to appeal.
