On 11 November 2020, Harness Racing Victoria (HRV) Stewards concluded an investigation into the activities of licensed stablehand John McLean in relation to his breaking-in and pre-training standardbreds.

After considering all the available evidence, Mr McLean was issued with a charge under Australian Harness Racing Rule (AHRR) 91(1)(c) which states:

91(1) A person shall not carry on an activity regulated by licence –

          (c) except in accordance with the terms and conditions of the licence.

The particulars of the charge being that Mr McLean was not working under the supervision and instruction of a licensed trainer and required a minimum C Grade Trainer license to prepare and educate a registered standardbred.

Mr McLean pleaded guilty to the charge and after considering all the circumstances was issued with a fine of $200.
