The Harness Racing Victoria (HRV) Integrity Department remind all holders of a Grade B Trainers licence of the restrictions placed upon them by the Australian Harness Racing Rules (AHRR) and the HRV Licensing and Registration Policy (the HRV policy).

HRV has seen an increase in non-compliance relating to Grade B Trainers, in particular, their obligations to comply with AHRR 90A (2.7) (b) and Section 9 of the HRV policy, which limits the horses able to be trained under this licence.

AHRR 90A (2.7) (b) reads as follows:

The holder of a trainer’s licence –

(b)         Grade B, is licensed to train a horse which the person owns or partly owns or which is owned by the person’s spouse, other domestic partner, parent, sibling or child, or any horse approved by the Controlling Body upon written application of the person.

Section 9 of the HRV policy provides the specific eligibility criteria for Grade B Trainers concerning the horses they can train:

9.1         The holder of a Grade B Trainer licence may train any registered horse which the person owns or partly owns or which is owned by the person’s spouse, domestic partner, parent, sibling or child. The holder may also train up to a maximum of three (3) horses for outside clients (i.e. not family related) at any one time by seeking written approval from the Chairman of Stewards.
